Cebu Province MDRU Field Testing and Training

The Project and Beneficiary
Cebu Province MDRU Field Testing and Training assessed if the MDRU can used as a disaster management tool, an educational and health aid; to promote tele-education and tele-health services to islands normally with no means of communication and even electric power.
The selected beneficiary is the Municipal of Cordova and its Barangay Island of Gilutongan around 6.54 kilometers away from the main island across the sea. The remote site has limited electricity available only at night time powered by a generating set. There is no direct Internet connection to provide the residents and is dependent on the cell sites located at the mainland in Cordova.


MDRU Field Testing and Training
The MDRU field testing and training for Cordova and Gilutongan was conducted last October 23 to 25, 2018; with fifty participants from the municipality and barangay and emergency responders; including 10 from the educational and 5 from the health sectors. To prepare the participants for the activity a half-day technical training on the usage was conducted.
For Disaster Management Simulation, the participants experienced the MDRU to make Disaster Assessment and finding Missing Persons. Participants we asked to go to the Barangay Hall, Evacuation Center and Transportation area to access the conditions and report back to the Command and Control Center the current situation.
As a Tele-education tool, the teachers and students shared educational materials and test questionnaires posted online by the teachers. The students answered the examinations using the MDRU SMS function.
As a Tele-health tool, patients were remotely consulting a medical practitioner sitting on the other side of the MDRU system, exchanging diagnosis via video file sharing and using MDRU phone.
Evaluation from participants indicated 100% find it easy to use during a disaster and 94% during normal non-disaster times.
On the usefulness of operations, 94% find it useful during a disaster and 100% during normal non-disaster times.

 

CVISNET Presents MDRU Project and e-Resilience During UN-ESCAP 2018

Last August 27 to 31, 2018, Mr. Jeffrey Llanto, Executive Director of CVISNET Foundation, Inc. presented the importance of ‘e-Resilience’ during disasters and normal day to day situations, the Role of Information and Communications Technology for Disaster Risk Reduction and Management and the 5I’s for e-Resilience Preparation in Asia-Pacific; during the United Nations - Economic and Social Commission for Asia and the Pacific (UN-ESCAP) Second Session of the Asia-Pacific Information Superhighway (AP-IS) Steering Committee and World Summit on the Information Society Regional Review at the United Nations Conference Center, Bangkok, Thailand.

The Master Plan for the AP-IS was developed based on studies and analyses carried out by UN-ESCAP in the region through consultations with various stakeholders, including representatives of the private sector and discussions at a technical meeting organized in 2016.   The Master Plan contains key strategic initiatives, targeted goals and a timeline in line with the four pillars of the Asia-Pacific information superhighway initiative: strengthening the regional broadband infrastructure; establishing regional Internet traffic and network management systems and policies; enhancing information and communications technology infrastructure resilience; and providing inclusive access to broadband Internet.

In addition, CVISNET also joined the Exhibition of the Committees on ICT, Science, Technology and Innovation; and Steering Committee on AP-IS. Presented was the generated awareness of the Movable & Deployable ICT Resource Unit (MDRU) Project implementated at San Remegio, Cebu, Philippines last 2015-2016 and the recent July 2018 Nepal MDRU Field Testing, Community Preparation and Technical Training at Kathmandu, Nepal, in collaboration with the ‘Educating Nepal’ Foundation and NTT.

 

CVISNET Conducts Nepal MDRU Field Testing, Community Preparation and Technical Training

Last July 10-12, 2018, CVISNET visited Kathmandu of the Federal Democratic Republic of Nepal to conduct the Nepal MDRU Field Testing, Community Preparation and Technical Training. The visit was in cooperation the Education Nepal Foundation of Nepal (EN) and Nippon Telegraph and Telephone Corporation of Japan (NTT).

During the 2015 Nepal earthquake, it left almost 9,000 people killed and tens of thousands injured. Although after two years, Nepal has greatly reconstructed and restored several vital services. Another disaster could bring down again these infrastructure, they realized immediate restoration is very important to allow vital relief and rescue services in place.

The cooperation of ED, NTT and CVISNET brought the best available technology to enable immediate restoration of vital communication and computer services to possible affected areas in Nepal. NTT provided the MDRU technology and hardware; and CVISNET shared MDRU technical training and the Philippine experience especially in the preparation of resilient communities.

EN also provided materials to show the use of the system in delivering day to day information, such as educational materials from a database to field users operating a smart phone connected to the MDRU.

The training workshop was conducted in the Polchowk campus of the Tribhuvan University of Nepal and attended by at least 49 participants from various community groups of Kathmandu, including the local government, the police and military; schools and various NGOs.

This was capped with a simulated scenario conducted to mimic a disaster event connecting the the various created community groupings sharing information to a command center.

The acceptance of the MDRU to the stakeholders and participants was very high and they want further involvement with the MDRU project.

 

MDRU Project Wins 2016

The MDRU Project in Cebu wins 2016 SEED Alliance Award during the 2016 Internet Governance Forum, in Guadalajara, Mexico, on 6-9 December, 2016.

SEED Alliance offers to assist project teams in developing innovative Internet solutions that address social and economic challenges. The SEED is a collaborative partnership between IP registry organisations in Africa, Asia Pacific and Latin America. The alliance includes FIRE Africa (AFRINIC) for Africa, FRIDA Program (LACNIC) for Latin America, and ISIF Asia (APNIC) for Asia. The alliance has supported 116 projects in 57 economies in the global south to a tune of around US$ 2.2 million helping them to strengthen and promote the Information Society within these regions.

During the IGF 2016 awarding ceremony on December 6, the SEED Alliance recognized the eight innovative initiatives and practices that have contributed to the region’s social and economic development. The winners are:

Personalities that attended the event included Vinton Cerf, popularly known as the Father of the Internet and also the Vice President and Chief Internet Evangelist for Google. As well as  Dr. Raúl Echeberría, Vice President Global Engagement - Internet Society, Paul Wilson, Director General - APNIC, Phet Sayo, Senior Programme Officer - IDRC, and Oscar Robles, CEO – LACNIC.

Representing the Philippines is the project Restoring Connectivity through the use of Movable and Deployable Resource ICT Unit (MDRU) by the Central Visayas Information Sharing Network Foundation Inc. (CVISNET).  CVISNET Executive Director Jeffrey Llanto attended to present the project and receive the award.
